How the HRA Calculator Works

The calculator first identifies the applicable HRA percentage from the selected DA rate and X, Y or Z city class. It then applies that percentage to Basic Pay and compares the result with the applicable minimum HRA floor. The higher of the calculated amount and the applicable minimum is shown as the estimated monthly HRA.

The calculator also allows you to compare the HRA applicable at a previous DA rate so you can see the monthly and annual difference.

How Is HRA Calculated for Central Government Employees?

  • Under the 7th Central Pay Commission HRA framework, House Rent Allowance is calculated as a percentage of Basic Pay. The calculation does not add DA to Basic Pay for the purpose of determining HRA.
  • HRA = Basic Pay × Applicable HRA Rate For example, if Basic Pay is ₹44,900 and the applicable HRA rate is 30%, the calculated HRA is ₹13,470 per month.₹44,900 × 30 ÷ 100 = ₹13,470

Current HRA Rates for Central Government Employees in 2026

At the current DA rate of 60%, the applicable HRA rates are 30% for X Class cities, 20% for Y Class cities and 10% for Z Class cities.

The 7th CPC HRA structure starts at 24%, 16% and 8% for X, Y and Z cities. The rates increase to 27%, 18% and 9% when DA crosses 25%, and increase again to 30%, 20% and 10% when DA crosses 50%.

The Central Government classifies places for HRA purposes using the applicable X, Y and Z city classification.

  • X Class: 30% of Basic Pay at the current DA rate

At lower DA levels, the applicable percentages can be 24%/16%/8% or 27%/18%/9%, depending on the DA threshold in force.

What Is the Minimum HRA for Central Government Employees?

The 7th CPC HRA rules prescribe minimum monthly HRA amounts of ₹5,400 for X Class cities, ₹3,600 for Y Class cities and ₹1,800 for Z Class cities.

Therefore, the applicable HRA is not always simply the percentage calculation. Where the percentage calculation is lower than the applicable minimum, the minimum HRA becomes relevant.

Does DA Affect HRA Rates?

Yes, but the relationship is through the HRA rate thresholds rather than by adding DA to Basic Pay.

At the current 60% DA rate, the applicable HRA rates are 30%, 20% and 10% for X, Y and Z cities. When DA was below the relevant thresholds, lower HRA percentages applied.

For this reason, an increase in DA can change the applicable HRA percentage once the Government’s specified thresholds are crossed.

Is HRA Based on Where the Employee Lives or Where the Employee Works?

For Central Government HRA purposes, entitlement is determined with reference to the employee’s place of duty. The employee may live at the place of duty or at another place, but the applicable HRA classification is determined according to the relevant Government rules for the place of duty.

The 2022 Department of Expenditure compendium also provides rules for municipalities, contiguous areas and urban agglomerations, so selecting an X, Y or Z class should be based on the applicable official classification rather than simply the employee’s residential address.

Do Central Government Employees Get HRA If They Occupy Government Quarters?

Generally, HRA is not admissible while an employee occupies General Pool Residential Accommodation provided by the Government. The 2022 HRA compendium also provides rules for specified departmental accommodation, allotment, refusal and surrender of Government accommodation.

Therefore, a salary calculator that only uses Basic Pay and city classification cannot determine the employee’s final HRA entitlement in every case.

Is HRA Calculated on Basic Pay or Basic Pay Plus DA?

For the Central Government 7th CPC HRA calculation, the percentage is applied to Basic Pay. DA is not added to Basic Pay for this calculation.

For example, with Basic Pay of ₹44,900 and an applicable HRA rate of 30%, the HRA calculation is ₹44,900 × 30%, not ₹44,900 plus DA multiplied by 30%.

Suppose the Basic Pay is ₹44,900 and the employee is posted in an X Class city while the applicable DA rate is 60%.

Applicable HRA rate = 30%

Monthly HRA = ₹44,900 × 30% = ₹13,470

Annual HRA = ₹13,470 × 12 = ₹1,61,640

For a Y Class city, the same Basic Pay at a 20% HRA rate gives ₹8,980 per month. For a Z Class city at 10%, the amount is ₹4,490 per month.

How Does a DA Revision Change HRA?

A DA revision does not automatically mean that the HRA amount changes every time DA changes. HRA changes when the applicable DA threshold causes the Government-prescribed HRA percentage to move to the next level.

For example, at a Basic Pay of ₹44,900 in an X Class city, a 50% DA rate corresponds to a 27% HRA rate, while a DA rate above 50% moves the applicable rate to 30% under the 7th CPC framework.
